Picar in Spanish means to nibble or to snack on.  When i was in culinary school they named the complimentary snack before the meal "pica pica" which in the Spanish version of an amuse bouche.  A pica pica is a compliment from the chef in more formal restaurants at the beginning of the meal to start the experience off on the right foot, a little taste of what is yet to come
